Description/Comment:    
With an aim to achieve Goal Zero, we need to build a strong culture where everyone is motivated to relentlessly pursue no harm to people. The Operational HSSE discipline partners with the Businesses to achieve Goal Zero by providing them with overall safety support and to ensure delivery of effective HSSE management processes. The discipline includes: HSE Generalists, who do general HSSE management and 'integrate' expertise from the various HSSE & SP disciplines without being necessarily experts themselves in these disciplines. Specialists in the management of the safety risks and barriers associated with Road and Operational hazards. Specialists delivering support to the Businesses and to the HSSE and SP disciplines in the fundamental areas of Behavioural HSSE, Contractor HSSE Management, Emergency Response, Incident Investigation and Learning, and Product Stewardship.

The Permit Operator reports to the RIIG Greenfield District Owner (Shell RIIG Project Director) and is responsible for the implementation and execution of all relevant requirements related to the RIIG Greenfield permit to work permits. This includes the Shell electronic permitting system RIIG implementation, Shell Pernis Refinery Permit procedures.
Responsibilities:
• The Permit Coordinator is authorized to act on behalf of the Project District Owner in all matters related to reviewing and issuing the permit to work as prepared by the Construction contractors / partners.
• Plan, organizes, co-ordinates and controls permit to work for the project whilst overseeing full compliance with the agreed project permit to work program incompliance with the Shell BBS / RIIG A&M Plan / RIE / SIMOPS.
• Assists with permit to work risk analysis performed by construction partners / subcontractors: assistance / participation by Supervisors and Inspectors where necessary. • Supporting Safety Inspections of the jobsite daily, promoting good housekeeping and identifying potential hazards, ensuring that all necessary protective aids are worn by all personnel in relation to issuing work permits for the respective area’s and/or Construction Contractors / Partners.
• Participates in work method statements as part of the work permits
• Provides weekly permit statistical reports.
• Provides safety permit input for monthly reports. Specific Experience requirements:
• 10+ years’ experience in the work-permit / HSSE discipline, gained in the chemical, petrochemical, or renewables energy industry
• Operations experience is a pre
• Experience with occupational HSSE including review of work-method statements
• Advanced computer skills with packages such as Microsoft Outlook, Word, Excel and common construction industry document management systems
• Experience with (electronic) work permit systems
• Minimum qualification VCA-VOL
